Delhi govt wins Supreme Court battle with Centre – Delhi government has legislative and executive control over services in the Capital, the Supreme Court ruled.
The Supreme Court today (May 11) ruled unanimously in favour of Delhi government on the issue of who controls the bureaucracy in the national capital. The 5-judge constitution bench, headed by Chief Justice of India DY Chandrachud, held that the legislature has control over bureaucrats in administration of services, except in areas outside the legislative powers of the National Capital Territory (NCT). There are three areas outside the control of Delhi government: public order, police and land.

10. Recently a notification was issued by the central government to declare the ancient Tungnath temple as a monument of national importance. Tungnath temple, located in the Rudraprayag district of Uttarakhand, is a significant pilgrimage site for Hindus.
11. 38 bovines died due to lumpy skin disease (LSD) in the last few days in Uttarakhand. Animal Husbandry Department Minister Saurabh Bahuguna said that over 3,514 cases have been detected in the last 10 days.
12. Ministry of Railways has decided to go ahead with its decision to close down its five printing presses across the network and outsource the printing of tickets until complete digitisation of the ticketing system is achieved.

CRIME REPORT
1. The Kerala government said it was going to issue an ordinance amending the law for protection of hospitals to ensure the safety of doctors and healthcare professionals in the state.
2. The decision was announced by Kerala CM Pinarayi Vijayan in the wake of the killing of a 23-year-old doctor — Vandana Das — at a taluk hospital in Kollam district by a man brought there for treatment by the police, and the resultant widespread protests by doctors, medical students and healthcare professionals.
3. At least one Manipur police commando lost his life and five others sustained bullet injuries in a shootout between security forces and suspected Kuki militants in Tronglaobi in Manipur’s Bishnupur district early on Thursday.
4. A 3-storey building collapsed in the Vejalpur area of Ahmedabad in Gujarat on Thursday night. As per reports, four persons are feared buried under the debris of the building, while 26 others have been rescued. Rescue operation is being carried out by police and fire brigade personnel.
5. The National Investigation Agency (NIA), which is probing the train arson case which killed three persons in Kerala, said that accused Shahrukh Saifi was inspired by Islamic preacher Zakir Naik.
