But by the 18th century occultists from France started making claims about the meanings of tarot decks and thus came the emergence of custom decks for use in divination and cartomancy .

Tarot cards were invented in Northern Italy in the mid 15th century and there is no history of it before that . But for divination purposes it was used by the 18th century only.
