1. In the second and final phase of the Bihar Assembly elections, today is the last day for withdrawal of nominations for 122 constituencies. Voting will be held on 11th November across 122 assembly constituencies spread over 20 districts.
2. Indian Railways will run one thousand and 500 Special Trains over the next five days to cater to Chhath festival rush with an average of 300 special trains per day. These trains will be operated in addition to the regular train services. Ministry of Railways in a statement said that for the upcoming Chhath Puja and ongoing Diwali season this year..
3. The Ministry of Consumer Affairs, Food and Public Distribution has notified a key amendment to the Vegetable Oil Products, Production and Availability (Regulation) Order, 2011 (VOPPA Order). The Ministry, in a statement, said that the amended VOPPA Order, 2025, aims to bring greater regulatory oversight and transparency across the edible oil sector in India.
4. The Food Corporation of India (FCI) plans to sell the best quality rice, including parboiled rice, directly to consumers during Delhi’s annual trade fair on November 14. This is being seen as an attempt to secure feedback for any future retail sale plan.
5. Prime Minister Narendra Modi is unlikely to travel to Malaysia to participate in the meetings related to the ASEAN summit beginning Sunday due to scheduling issues. External Affairs Minister S Jaishankar will represent India at the meetings.
6. Centre allocates over ₹730 crore to Gujarat and Haryana rural local bodies under the 15th Finance Commission to improve local governance and services.

LEGAL REPORT

1. An alleged security lapse surfaced on Wednesday after an Indian Air Force (IAF) helicopter carrying President Droupadi Murmu to Sabarimala got its wheels stuck in wet concrete at a swiftly built temporary helipad inside an indoor stadium complex Sabarimala prompting officials to push the chopper out.
According to reports, the helicopter landed at the temporary helipad constructed inside the indoor stadium complex at Pramadam, where the concrete surface had not completely dried. The wheels reportedly sank into the wet concrete.
2. The Telangana Transport Department has ordered the immediate closure of all its check posts across the state following Government Order (GO) No. 58 issued by the Transport, Roads & Buildings (TR&B) Department on 28 August 2025.
The officers have been instructed to remove all boards, barricades, and physical barriers at the check posts, and to display new signboards informing vehicle operators about the closure and the availability of online services.
3. Home Ministry makes proposal in fresh talks with Leh, Kargil civil society groups, who continue to demand Sixth Schedule status, Statehood; groups also demand release of Sonam Wangchuk, other detained protesters.
The Union Home Ministry’s High Powered Committee today held talks with leaders of Ladakh over various issues in New Delhi. This was the first formal dialogue on key issues since violence hit the union territory last month. A dialogue mechanism has been established with Apex Body Leh and Kargil Democratic Alliance through the Home Ministry’s High Powered Committee on Ladakh. Speaking to media after the meeting, Member of Kargil Democratic Alliance Sajjad Hussain Kargili said, their demand for the past six years has been democracy in Ladakh and a solution for this is statehood.
4. The National Human Rights Commission, (NHRC) India, has issued a notice to the Chief Secretary of Kerala, Manipur and Tripura in the matter of reported attacks on journalists at different places, calling for detailed reports on the matter within two weeks.
5. Belgian court in Antwerp has approved the extradition of fugitive businessman Mehul Choksi to India in connection with the 13,500-crore rupee Punjab National Bank fraud case. The court upheld the legality of his arrest by Belgian authorities, marking a key advance in India’s pursuit of the absconding jeweller.

1. Raksha Mantri Shri Rajnath Singh formally conferred the gleaming insignia of Honorary rank of Lieutenant Colonel in the Territorial Army upon star javelin thrower and two-time Olympic medalist Neeraj Chopra during the pipping ceremony in South Block, New Delhi on 22 October 2025. Interacting with Lt Col (Hony) Neeraj Chopra and his family members, Raksha Mantri described him as an epitome of perseverance, patriotism and the Indian spirit of striving for excellence.
2. The Indian Army will begin inducting the Close Quarter Battle (CQB) carbines into its ranks from 2026, following a major procurement contract.
The deal, worth Rs 27,770 crore, covers the purchase of 4.25 lakh CQB carbines to replace and modernise small arms across infantry units.
3. India plans to raise 25 Bhairav Battalions in six months’ time, a new class of elite, agile special forces units to enhance border security and operational flexibility. Five Bhairav Battalions have been raised and deployed in intended operational areas. On-the-job training for these battalions started on October 1st and will culminate on October 30th.
4. The Indian Army is set to place a major order for 2.408 Nag Mark 2 anti-tank guided missiles with 107 NAMICA tracked vehicles.
The Nag Mark-2, along with the NAMICA 2 vehicle, is an advanced version of the previous system and includes a large number of changes and improvements suggested by the users.

6. Defence Minister Rajnath Singh has said that Operation Sindoor witnessed extraordinary jointness and integration among the three Services. He added that it also reaffirmed the Government’s resolve to devise coordinated, adaptive and preemptive defence strategies to deal with the challenges arising out of the changing world order and evolving methods of warfare. Mr Singh made these remarks while addressing a book launch in New Delhi. This book is titled ‘Civil-Military Fusion as a Metric of National Power and Comprehensive Security’, written by Lt Gen Raj Shukla (Retd).
