1. Kashi Tamil Sangamam (KTS) 3.0, an initiative fostering cultural and intellectual ties between Tamil Nadu and Kashi, will commence today in Varanasi, Uttar Pradesh. The third edition of the event will be inaugurated by Union Minister for Education Dharmendra Pradhan, Chief Minister of Uttar Pradesh Yogi Adityanath, and Union Minister of State for the Ministry of Information and Broadcasting and Ministry of Parliamentary Affairs Dr. L. Murugan. The ten-day event will conclude on the 24th of February.

2. Local body polls to be held on 16 Feb in Gujarat: In Gujarat, the campaigning for polls to the various local bodies will ended yesterday evening. The polling will be held on the 16th of this month. The counting of votes will be held on 18th February.

6. The new railway bridge connecting mainland India to Pamban Island at the southwestern tip of Tamil Nadu is expected to open for train traffic by the end of February.

7. The next Chief Minister of Delhi will likely be chosen from the BJP elected MLAs, not from its MPs. Some names being discussed for the post include Rekha Gupta, Ashish Sood, Satish Upadhyay and Shikha Roy. The final decision is expected soon after PM Narendra Modi return from his foreign visit.

8. A meeting of the United Kisan Morcha (non-political) and Kisan Mazdoor Morcha with the central team led by Union Minister Pralhad Joshi was held in Chandigarh yesterday. Twenty-eight farmers, including farmer leaders Jagjit Singh Dallewal and Sarwan Singh Pandher, participated in the meeting.

Defence Minister Rajnath Singh, Union Transport Minister Nitin Gadkari, and Uttar Pradesh Chief Minister Yogi Adityanath inaugurated and laid the foundation stone for more than 114 development projects worth over 1,028 crore rupees, including the inauguration of Munshipulia and Khurramnagar flyovers.

10. The Rajasthan government has renamed two historic British-era landmarks in Ajmer to celebrate Indian heritage. The 132-year-old Foy Sagar Lake is now called Varun Sagar, while the 113-year-old King Edward Memorial Bhawan has been renamed Maharishi Dayanand Vishrant Grih.

A Massive River-Cleaning Drive at Mahakumbh Over 300 sanitation workers today undertook a massive cleanliness drive to create a world record for being the largest-ever synchronised river-cleaning campaign and raise awareness for cleaning the River Ganga. The cleanliness drive was executed on three different ghats simultaneously, namely the Ram Ghat in Sector 4, the Bhardwaj Ghat in Sector 7, and the Gangeshwar Ghat in Sector 9 of the Mahakumbh.

12. Andhrapradesh Chief Minister Nara Chandrababu Naidu has formed a three-member committee to decide on the alliance nominee for the MLC polls in the Uttarandhra Upadhyaya (North Andhra Teachers) constituency. The three are MP Bharat, MLC Vepada Chiranjeevi Rao and AS Ramakrishna.

13. Punjab government has made the scheme of financial assistance to Acid attack victims gender neutral and has also increased the monthly financial assistance to the victims from Rs. 8000 to Rs. 10,000.

The National Payments Corporation of India (NPCI) has introduced a new rule for handling chargebacks in Unified Payments Interface (UPI) transactions. Starting February 15, chargebacks will be automatically accepted or rejected based on Transaction Credit Confirmation (TCC) and return requests (RET).

What is a chargeback?
A chargeback reverses a completed UPI transaction due to disputes, fraud, or technical errors. The payer’s bank initiates the process, and if approved, the payer gets a refund.

(a) The new rule applies only to bulk upload options and Unified Dispute Resolution Interface (UDIR), not front-end dispute resolution.

(b) Beneficiary banks will have time to reconcile transactions before chargebacks are finalised.
