10. CENTRE APPROVES TWO MORE RAMSAR SITES IN TAMIL NADU: Two more Ramsar sites, Karaivetti Bird Sanctuary and Longwood Shola Reserve Forest, have been approved by the Union Ministry of Environment, Forest and Climate Change (MOEFCC). With this, the total number of Ramsar sites in the State has increased to 16, the highest in the country.
A Ramsar site is a wetland site designated to be of international importance under the Ramsar Convention, also known as The Convention on Wetlands. It is an international environmental treaty signed on February 2, 1971, in Ramsar, Iran, under the auspices of UNESCO.
11. The Dras Winter Carnival-2024 , themed “Celebrating Life in the Second Coldest Inhabited Place in the World,” commenced with unparalleled fanfare in a dazzling opening ceremony. 12. Cabinet approves Scheme of Sugar Subsidy for AAY Families under PDS. The Union Cabinet chaired by Prime Minister Shri Narender Modi approved extension of scheme of sugar subsidy for Antyodya Anna Yojna (AAY) families distributed through Public Distribution Scheme (PDS) for two more years i.e. 31 March 2026.

1. Nationalist Congress Party (Sharad Pawar group) MLA Rohit Pawar, grand nephew of outfit’s founder Sharad Pawar, was questioned by the Enforcement Directorate for eight hours on Thursday in a money laundering case related to an alleged scam at the Maharashtra State Cooperative Bank.
2. On Thursday, the Gyanvapi mosque management committee approached the Supreme Court seeking an urgent hearing, challenging the district court order. But the apex court asked the committee to move the Allahabad high court.
Prayers were performed in a cellar of the Gyanvapi mosque in Varanasi on Wednesday night following court orders allowing the resumption of a practice said to have been discontinued three decades back, Kashi Vishwanath temple trust president said.
3. ‘ Vyasji Ka Tahkhana ’ in Gyanvapi: A court in the holy Indian city of Varanasi on Wednesday (Jan 31) allowed the Hindu side to perform worshipping rituals inside one of the basements (tahkhana) inside the Gyanvapi mosque complex. The decision, which came days after the grand consecration ceremony of the Ram Mandir in Ayodhya, reversed a 1993 order by the state administration which prohibited Hindus from worshipping inside the sealed cellar, also known as ‘Vyas Ji ka Tahkhana’.
4. Four persons have been arrested for threatening a judge on various social media platforms after the verdict was pronounced : According to reports, a Kerala court on Tuesday handed the death penalty to 15 men – associated with the now-banned Popular Front of India – convicted of the murder of Ranjith Srinivasan, who was a member of the Rashtriya Swayamsevak Sangh, the ideological mentor of the Bharatiya Janata Party.
The 15 men were found guilty last week.
5. The Supreme Court on Thursday set up a special three-judge bench to hear former Jharkhand chief minister and Jharkhand Mukti Morcha leader Hemant Soren’s plea against his arrest by the Enforcement Directorate in a money laundering case.
A bench comprising Justices Sanjiv Khanna, M M Sundresh and Bela M Trivedi will hear the plea of jailed JMM leader at 10.30 am on Friday.
6. Aam Aadmi Party Councillor Kuldeep Kumar has moved to the Supreme Court challenging a Punjab and Haryana high court order that has refused to grant any interim relief to the party seeking fresh mayoral polls in Chandigarh. He was was defeated by BJP’s nominee, Manoj Sonkar, in the Chandigarh mayoral election on Tuesday.
7. Congress MP DK Suresh, who is also the brother of Karnataka Deputy Chief Minister DK Shivakumar, on Thursday (Feb 1), claimed that he would demand a separate country status for the south Indian states, alleging that the central government is not releasing funds to south Indian states.
His remarks, which led to controversy, were made outside the Parliament in New Delhi at the time he was criticising the Interim Budget presented by Finance Minister Nirmala Sitharaman.
8. The Supreme Court Constitution Bench of 7 Judges led by Chief Justice DY Chandrachud reserved its decision on the issue of granting minority status to Aligarh Muslim University (AMU).
The top court will decide whether AMU enjoys a minority status under Article 30 of the Constitution of India. Article 30 of the Constitution provides that all minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice.
9. Delhi CM and AAP convener Arvind Kejriwal is unlikely to appear before the Enforcement Directorate (ED) on Friday for questioning in a money laundering case linked to the Delhi excise policy.
10. An apolitical forum of 11 Gorkha communities flagged the longstanding demand for Scheduled Tribe status and warned the BJP that the party would face “challenges” if the ST tag was not conferred on them before the Lok Sabha elections.

1 Union Finance Minister Nirmala Sitharaman presented her sixth Budget on February 1. This was an interim budget ahead of the general elections later this year.
What is an Interim Budget?
The interim budget serves as a temporary financial plan presented by the incumbent government when its term is ending or during a transition of power. It is a stopgap arrangement designed to ensure the smooth functioning of the government until a new administration assumes office
The Interim Budget 2024 was focused on youth and women empowerment, while maintaining fiscal consolidation and continuing capex.
2. The total expenditure in the Budget is estimated at 47,65,768 crore(47.65 Lakh Crore), with a significant focus on capital expenditure, reaching 11,11,111 crore(11.11 Lakh Crore). This reflects a commendable increase of 16.9% in capital expenditure over the Revised Estimates (RE) for 2023-24.
3. STATE FINANCES
Total Resources to States: In the fiscal year 2024-25, resources transferred to states, including devolution, grants, loans, and centrally sponsored schemes, amount to 22,22,264 crore(22.22 Lakh Crore). This represents a noteworthy increase of 4,13,848 crore over the Actuals of FY 2022-23.

5. Finance Minister Smt. Nirmala Sitharaman in her Budget 2024 also announced that application of Nano DAP on various crops will be expanded in all agro-climatic zones. Spraying of Nano DAP (liquid) will further ease the natural farming, increase soil fertility along agricultural production and will promote the land conservation.
6. The Reserve Bank of India (RBI) – on Wednesday (Jan 31) ordered Paytm Payments Bank (the banking arm of Paytm) to stop accepting fresh deposits in its accounts or popular wallets from March. In a statement, the RBI said that Paytm Payments Bank will not be allowed to take further deposits in any customer accounts after Feb 29, and no credit transactions will be allowed either, including via wallets.
7. Union Finance Minister Nirmala Sitharaman said that in the pursuit of Sabka Saath in last 10 years, the Government has assisted 25 crore people to get freedom from multi-dimentional poverty. She said that ‘ Benefit Transfer’ worth Rs. 34 lakh crore from the Government using PM-Jan Dhan accounts has led to savings of Rs. 2.7 lakh crore for the Government and this is made possible through avoidance of leakages.

There will be price negotiations after the letter of approval is given to India. 2. Indian Coast Guard celebrates its 48th Raising Day in New Delhi.
Defence Ministry says that Indian Coast Guard, with 152 ships and 78 aircraft in its arsenal, is on track to achieve its targeted force levels of 200 surface platforms and 100 aircraft by 2030. Under the motto “Vayam Rakshamah”, the India Coast Guard has saved over 11,554 lives since its inception.
