The Ministry of Home Affairs (MHA) has revoked the Foreign Contribution Regulation Act (FCRA) certificate of acclaimed education reformist and climate campaigner Sonam Wangchuk’s NGO, Students’ Educational and Cultural Movement of Ladakh (SECMOL). The action comes when Ladakh has been witnessing increasing protests over statehood demands and constitutional protection for its citizens.

The FCRA license of SECMOL has been canceled by officials on charges of violations of rules relating to foreign donations. The cancellation will render the NGO incapable of receiving or using funds from foreign donors. Though no detailed statement has been issued by the ministry, sources said the move came after a compliance review of SECMOL’s finances.

Established by Sonam Wangchuk in the late 1980s, SECMOL has been a pioneer of education reforms in Ladakh, promoting experiential methods of learning and sustainable living. The NGO also operates cutting-edge projects on solar power, water conservation, and environmentally friendly architecture. With the FCRA license now being revoked, many of its foreign partnerships and funding lines may be affected, causing worries over the continuation of certain programs.

Wangchuk has been among the leading voices of the demand for Ladakh’s statehood and Sixth Schedule shields, contending that Ladakh’s ecologically fragile area and distinctiveness require greater protection. His followers speculate that the revocation of SECMOL’s licence could be politically motivated to diminish his power.

Locals in Leh and Kargil have expressed dismay, adding that SECMOL has made substantial contributions to the education and environment in Ladakh. Most people feel that such institutions are being targeted only to undermine community-based progress. Leaders of the protests have asked the government to reconsider the move and let NGOs involved in sustainable development operate without hindrances.

Sonam Wangchuk has not issued any response so far, although he had earlier pointed out the plight of activists in Ladakh. Legal experts opine that SECMOL will approach the court to challenge the cancellation and request restoration of its licence.
