Implementation of Uniform State Law in Uttarakhand by January 2025: CM Pushkar Singh Dhami

Uttarakhand: Uttarakhand Chief Minister Pushkar Singh Dhami has announced that the state will implement the Uniform Citizens Code (UCC) by January 2025. Speaking at a public function, Dhami said the foundation of historic reforms is almost complete, and it gives Uttarakhand is the first state in the country to officially adopt UCC.

Key to legal cooperation

The implementation of the UCC aims to promote uniformity in personal laws such as marriage, divorce, inheritance, and adoption irrespective of religion. Dhami stressed that the move was in line with the promises made by his government and reflected the aspirations of the people of Uttarakhand.

“The UCC will promote equality and justice for all citizens. The committee we formed has worked diligently to make detailed arrangements, “and now we are ready to implement it by February 2025,” Dhami said. He added that the Uniform Code of Constitution will prolong the differences in individual laws and encourage social cohesion in communities in the country.

Draft prepared by Expert Committee

The UCC has been drafted by a high-level committee headed by retired Supreme Court judge Ranjana Prakash Desai. Over the past few months, the committee consulted legal experts, religious leaders, and members of the public to ensure inclusivity and fairness in the Act while observing the principles of equity and fairness. The government assured that the cultural diversity of Uttarakhand would be taken into consideration in the conscription.

Political and public behavior

The announcement has created a mixture of political and social issues. BJP members and associates hailed the move as a progressive step towards equal opportunities for all citizens. “The UCC is a major change that reflects the will of the people. It will be a model for other states to follow,” the BJP leader said.

However, opposition groups and some religious groups have criticized the decision, accusing the government of rushing through the policy without adequate public consultation. Congressional leaders and other regional groups argued that if not addressed in an ambitious manner, the implementation of the UCC could cause unnecessary disruption.

Uttarakhand as a model state

Uttarakhand’s decision to go ahead with the UCC has been closely watched by other states and the central government. The move is in line with the BJP’s long-standing commitment to implement uniform civil law across the country, as outlined in its manifesto. Other states would also try to implement the reforms if this policy gets a positive response.

Steps to go forward

The Uttarakhand government is planning to introduce the public review process of the UCC before it is officially implemented. A public judgment campaign and stakeholder consultation will be conducted to ensure a smooth transition. CM Dhami reiterated the focus on inclusiveness and solving problems of all communities.

With a deadline of January 2025, the Uttarakhand government is gearing up for what could be a major change in India’s legal and social landscape.
